Military experience to an FAA certificateCurrent 14 CFR 61.73 provides special certification routes for qualifying military pilots and former military pilots. The former blanket distinction based on active flying status within the preceding 12 months should not be used to judge eligibility. Commercial pilot and associated ratingsFor qualifying U.S. military applicants, the rule calls for evidence of military pilot status, the military competence knowledge test, and the applicable military records. Under §61.73(b)(3), the aircraft-qualification requirement can be met through the specified pilot and instrument proficiency checks or the specified 10 hours of military pilot time, subject to the rule’s category, class, and type provisions. Instrument ratings have separate requirements in §61.73(d). Type ratings require a comparable civilian type designation. An ATP holder seeking an added type rating must also meet the applicable provisions. Military instructor conversionSection 61.73(g) specifies the FAA commercial or ATP and instrument qualifications, knowledge-test evidence, and official records of military instructor or examiner qualification, training, and proficiency checks. The resulting FAA instructor ratings depend on the documented qualifications. Military pilots of certain foreign contracting States assigned to U.S. Armed Forces pilot duties have a separate provision in the rule. Ask the FAA how it applies to your circumstances. The MCI preparation concentrates on the civilian FAA knowledge appropriate to the conversion test, including instructor regulations, teaching and learning, procedures, and relevant paperwork. Its content is a selected and modified combination of applicable subject matter, rather than the entire flight-instructor and instrument question banks. The MCI Windows activation code also unlocks our Flight and Ground Instructor test bank, including Fundamentals of Instruction. This gives you the option of broader review or study for another test in that group. It does not unlock the separate Instrument Rating bank used for the full FII/CFII examinations. Frequently asked questionsWhat do I do after the MCI test to receive an FAA instructor certificate?Arrange an application review with an FAA FSDO or an appropriately authorized designee. Bring the required knowledge-test report and official military documents. The ratings issued depend on your qualifications and the requirements of §61.73(g). For a large group of military pilots, contact our helpdesk to ask whether group paperwork assistance is currently available. The original group arrangement contemplated about 30 pilots; availability and costs must be confirmed. Do I also need the MCN test if I want to be a civilian flight instructor?You must hold the FAA pilot certificate, aircraft ratings, and instrument qualifications required for the instructor rating sought. If you do not already hold those, the military competence route may be appropriate. If you already meet the pilot-certificate requirements, an additional MCN test may not be necessary. Confirm your case with the FAA. My circumstances are complicated. Do I need a particular test?The FAA or an appropriately authorized designee can assess your official records and the certificate you seek. How can I become a civilian instructor?Use the MCN route as appropriate to obtain the required FAA pilot certificate and ratings, then follow the normal civilian instructor pathway. This ordinarily includes applicable Fundamentals of Instruction and Flight Instructor knowledge requirements, training, and a practical test. MCI is for applicants with the qualifying military instructor or examiner background; military pilot status alone is not enough. Do you guarantee that I will pass?No. We provide preparation based on our editors’ best available information and continually improve it, but an exam result depends on the individual’s study and understanding. Civilian flying and instruction can present unfamiliar challenges even to a highly experienced military pilot; use appropriate aircraft-specific training as well. Does a civilian flight instructor certificate expire?Flight instructor certificates issued on or after December 1, 2024, are issued without an expiration date. Exercising the privileges still requires compliance with the FAA’s recent-experience rules, normally on a 24-calendar-month cycle. Certificates issued under the earlier system have transition provisions. Review §61.197 and the applicable reinstatement rules; qualifying military instructor activity can be relevant. Will MCI prep prepare me for both CFI and CFII?There are two different questions here. Qualifying military instructor experience may support FAA flight-instructor and instrument-instructor ratings through MCI, subject to §61.73(g). That does not mean MCI preparation covers the entire separate civilian FIA and FII knowledge examinations. The MCI Windows code also unlocks the Flight/Ground Instructor bank, which includes FIA and FOI. It does not unlock the separate Instrument Rating bank that contains the full FII/CFII test preparation. MCI includes some relevant instrument material, but it is not a substitute for the full FII preparation if you need that exam.
